29 November 2007 — Pikeville town clerk Kathie Fields has been put on administrative leave and the town is conducting a preliminary inquiry into the town’s records after an emergency closed session meeting was called on Tuesday night.
During the session, the board signed an official request for assistance from the sheriff’s department, requesting that the office secure all documents and other items pertaining to the inquiry. They also agreed to imaging of computer hard drives.
The investigation will be done by the State Bureau of Investigation, with assistance from the sheriff’s department. The town board also agreed to be fully cooperative in the matter.
However, some members were clearly displeased with the decision. In an open session after the decision, councilman Lyman Galloway told the board he would no longer be signing checks for the town, because he felt his integrity was being questioned.
“Don’t any of you call me asking for anything, not even the time of day,” he said.
Mayor Herb Sieger said he didn’t think the board intended to question Mr. Galloway’s integrity.
The board also discussed allowing only the mayor, rather than the entire board, to speak to the media on the matter, but did not take a vote. Initially, Commissioner Al Greene wanted to vote that the board be held to silence in all public discussions of the matter, but several members felt that would inhibit their ability to cooperate with the investigation.
“If the investigators ask us about the situation, we have to talk to them or we’re not cooperating,” said Commissioner Edith McClenny.
Mayor Sieger would not specify the nature of the inquiry, only that the town’s records will be looked at. He also stated that the inquiry began with tips supplied by an official of the town.
The board also voted to seek temporary help for the town clerk’s work while the investigation is being conducted.
