Construction, road condition woes in Pikeville

28 June 2007 — Problems with Pikeville streets were a major topic at Tuesday night’s special early Pikeville Town Board meeting for July.

Commissioner Johnny Weaver noted that there was a bad pothole at Parks Drive at Main Street, and asked when there would be some paving done. Town Clerk Kathie Fields said that some paving would be done in conjunction with sewer system repairs, and that was still probably two months away. There was quite a bit of paving scheduled also with Powell Bill funding. Mrs. Fields said she would try to get that hole addressed as soon as possible.

Mayor Herb Sieger noted that there were several bags of patching fill in the maintenance building that could be used to cover the spots until the paving is done.

The mayor also asked the board to consider an ordinance regarding grass clippings. He noted that some people are blowing their clippings into the street and then those clippings end up clogging storm drains.

He went on to compliment town crews for the work they had done cleaning the town streets, and said the clippings deter from the work the town crews had done.

Commissioner Bruce Thomas then complained that town crews had not cleaned up the rocks in his street. He was assured that crews would work his street and that the entire town would be covered.

The mayor also asked the police department to start citing residents who do not take their garbage cans off the curb after the garbage has been picked up. He said there were some in town who leave their cans at the curb all the time. The town ordinance says the cans are to be removed by 8 a.m. the next day.

Commissioner Lyman Galloway noted that the town’s Kubota mowing tractor is still sitting awaiting either repair or disposal. The town did receive a bid for repair or disposal, but no action was taken or recommended. He suggested the town staff further investigate both and make a recommendation on a course of action at the next meeting.

The board unanimously approved contracting with Tax Research and Recovery to seek refunds of excise taxes the town has paid. The firm is not paid unless they are successful recovering the taxes, when they are paid a 50% commission.

The board also approved a resolution endorsing the country transportation committee’s list of highway improvement priorities. Those include upgrade of the US 70 by-pass north of Goldsboro, continued improvement of US 117, and widening Buck Swamp Road to three lanes.

The Town of Fremont has contacted Pikeville about purchasing their old garbage cans which were replaced last year when the town began contracting out the garbage service. The board authorized the mayor and town clerk to negotiate a price for the old cans.
